چکیده

جرم یک پدیده اجتماعی است؛ یعنی عوامل فرهنگی، اجتماعی و محیطی در بروز رفتار مجرمانه مؤثر است. قانون مجازات اسلامی، در ماده ۲، جرم را چنین تعریف می کند: هر رفتاری اعم از فعل یا ترک فعل که در قانون برای آن مجازات تعیین شده باشد، جرم محسوب می شود .تأمین امنیت اجتماعی از وظایف مهم نظامی سیاسی و دولت به حساب می آید. حوزه و گستره امنیت اجتماعی، بستگی به تصویری دارد که نظام سیاسی از دولت و ساختار و هدف خود می دهد با توجه به اندیشه سیاسی اسلام و لزوم هدایت و به سعادت رساندن مردم، انقلاب و ایدئولوژی انقلاب اسلامی، حوزه های امنیت اجتماعی در ابعاد قضایی، اقتصادی، سیاسی واداری فرهنگی، اجتماعی، و نظامی قابل ترسیم است که بیانگر جامعیت نظری و گستردگی و حداکثری دولت در نظام اسلامی است. روش این تحقیق توصیفی- تحلیلی به شیوه کتابخانه ای می باشد. مهمترین مساله این تحقیق چالشهای حقوقی طرح امنیت اجتماعی و اخلاقی نیرو انتظامی و آثار آن در پیشگیری از جرم است وهدف تعیین رابطه بین ضعف در اجرای قانوان امنیت اجتماعی و اخلاقی در پیشگیری از جرم رابطه معنی داری، وجود دارد.

Abstract

Crime is a social phenomenon; cultural, social and environmental factors are effective in inciting criminal behavior. The Islamic Penal Code, in Article 2, defines the crime as follows: Any conduct, including the verb or the detention of an act specified in the law for that punishment, is a crime. Providing social security is one of the important tasks of the military and the state. The scope and scope of social security depends on the image of the political system from the state and its structure and purpose. Given the political thought of Islam and the necessity of guiding and prosperity of the people, the revolution and the ideology of the Islamic Revolution, the areas of social security in the dimensions of the judiciary, economic, political and cultural, social, and military, can be depicted, which indicates the theoretical comprehensiveness and the maximum and maximum The government is in the Islamic system. The method of this research is descriptive-analytical in a library way. The most important issue of this research is the legal challenges of the social and ethical security plan of the police force and its effects on crime prevention. The purpose of determining the relationship between weaknesses in the implementation of social and moral security in the prevention of crime is a meaningful relationship.
